What’s more, Mark has worked successfully with over six hundred businesses as a third-party consultant improving processes, coaching employees, and increasing revenue.

Dawn Egbert

Procurement Services Manager at the Port of Vancouver USA

Dawn will be talking about Small Works Roster Legislation Addressing Public Works Procurement

Dawn Egbert was appointed Procurement Services Manager at the Port of Vancouver USA in 2016. Her responsibilities include providing policy direction for procurement and contract and grant activities at the port. She oversees the development and preparation of proposals, bids, negotiation, and administration of contracts in accordance with policy and legal requirements.

Before becoming procurement services manager, Dawn was a contract manager and special projects analyst. In her 14 years at the port, she has served in key roles in numerous port projects and initiatives. She currently serves on committees including the Capital Projects Advisory Review Board (CPARB) Small Works Subcommittee as the WA Ports voting representative, the Port Procurement Resource Group for WA ports, and the Port of Vancouver Diversity, Equity, and Inclusion Committee.  Prior to joining the port, Dawn worked in several positions that shaped her background and experience.

Dawn received her BA in Communications and Human Relations.

When she’s not working, Dawn enjoys worship music, watching her kids’ sports teams, Kansas City Chiefs football, Bunco and traveling with her family.

Keysha will be talking about Fair Labor Standards Act & Independent Contractors

Keysha Echevarria Silva is a Wage and Hour Investigator with the Portland District Office since 2020.  She was born and raised in Puerto Rico.  She joined the Peace Corps as an agricultural volunteer in Paraguay, but her experience was cut short after 2 years due to the pandemic.  Life than took her to Portland and she now  serves her country as a Wage and Hour investigator.  As a an investigator, she has completed numerous compliance actions including the Fair Labor Standards Act, Davis Bacon Act, and more.

Stephanie Garicia is a Wage and Hour Investigator with the Portland District Office since 2020. She is currently representing PDO in the cross regional residential construction initiative. She has conducted a variety of compliance actions relating to the Fair Labor Standards Act, Migrant Seasonal Protection Act, H2A, Child Labor, and more. She is a fluent Spanish speaker and has a Bachelor of Arts degree in History from the University of California, Los Angeles.

"Nina Jones is currently working as the Business Diversity and Inclusion Manager for the Washington State Department of Transportation.  In her role she oversees the DBE and MWSVBE programs for the entire states federally and locally funded projects which includes local agencies and ferries.  She has over a decade of experience in managing locally and federally funded compliance programs for FHWA, FTA and FAA and has served on several Local and National Boards.  Nina is passionate about growing businesses and people.  She is a Wife and Mom of two and enjoys spending her free time with family and friends."

I have been in the surety industry for over 33 years, with tremendous experience in seeing what works and what does not, in maintaining surety credit.

SWCA certainly knows me from my work on the SW WA Teacher Externship and the various presentations during the last few years. I was also a moderator for the Dozer Days Career Fair that we did during the COVID shutdown. Past President of the Surety Association of Oregon and many speaking arrangements."
